Ruth SebatindiraSC

Ruth founded Ligomarc in 2003 and leads the firm's Vision 2030 agenda. Her practice sits where technology, tax and institutional governance meet — the matters where the legal answer is only as good as the documentation, approvals routing and risk discipline standing behind it.

Her profile is anchored in her court-appointed leadership of Uganda Telecom Limited, where she took operational responsibility for a strategic national asset under sustained public and creditor scrutiny. That mandate built practical exposure to telecoms operations, the contracting architecture underpinning technology delivery, and regulated-sector decision-making when every choice must later be defended.

She is particularly recognised for transfer pricing, studied in depth at the University of Manchester and complemented by an Advanced Diploma in Transfer Pricing. She advises on transaction tax structuring, cross-border operating models, transfer pricing documentation and controversy readiness, and board-level tax risk governance. She also advises high-net-worth individuals and families — often alongside their investment advisers — on structuring for asset protection, continuity and succession.

Ruth was granted the rank of Senior Counsel by the Chief Justice. She is a former President of the Uganda Law Society and served eight years as a Commissioner of the Judicial Service Commission.
