Markets do not outperform their regulators. Across much of Africa the binding constraint on investment is not the absence of opportunity but the absence of institutions capable of making decisions that hold — decisions with a clear statutory basis, arrived at fairly, and defensible when they are challenged.
This is the purpose on which Ligomarc's own institutional experience bears most directly. The firm has operated a strategic national asset under court supervision, held constitutional office, and acted on the State side in international arbitration. Strengthening public institutions is not an aspiration the firm has adopted; it is work it has already done, from the inside.
